Lincoln County is among dozens of Kentucky counties eligible for federal assistance through the U.S. Small Business Administration (SBA), following a presidential disaster declaration issued July 22.
The SBA announced that low-interest disaster loans are now available to certain private nonprofit (PNP) organizations affected by severe weather events that occurred between April 2 and May 16. These events included tornadoes, straight-line winds, flooding, landslides, and mudslides.
Under the declaration, PNPs providing non-critical services of a governmental nature—such as food kitchens, homeless shelters, community centers, libraries, and schools—may apply for both Physical Disaster Loans and Economic Injury Disaster Loans (EIDLs).

Eligible nonprofits may borrow up to $2 million to repair or replace disaster-damaged real estate, equipment, inventory, and other business assets. Loans may also be increased by up to 20% for mitigation improvements, according to the SBA.
“These loans not only help PNPs get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster,” said Chris Stallings, associate administrator of the SBA’s Office of Disaster Recovery and Resilience.
EIDLs are also available to help cover working capital needs even if the organization did not suffer physical damage.
Interest rates are as low as 3.625% with repayment terms up to 30 years. No payments are due for the first 12 months following disbursement.
The deadline to apply for physical property damage loans is Sept. 22, 2025, and the deadline for economic injury applications is April 22, 2026.
