Stanford City Council discusses spring road projects, budget

 The Stanford City Council met April 10 at the Lincoln County Public Library meeting room to address a range of issues, including road resurfacing plans, a proposed budget for the 2025–2026 fiscal year, and support for law enforcement initiatives.

Following the opening prayer, pledge, and roll call, the council unanimously approved minutes from the March 13 meeting. Citizen comments were initially postponed due to unclear audio, but the council indicated it would revisit public input later in the meeting.

During the council comment period, Councilman Jason Hignite brought forward a discussion regarding potential financial support for the Lincoln County Sheriff’s Office. Hignite noted the department is facing an increasing number of retirements and is seeking funding for one-time needs such as the purchase of police dogs for drug detection. He stated the department is unable to use seizure funds for recurring costs like salaries but could benefit from a budget allocation for nonrecurring law enforcement tools.

The idea received verbal support from several council members, with a suggestion to incorporate the funding into the upcoming budget proposal. Mayor Dalton Miller confirmed the matter would be considered during budget discussions.

The council then reviewed a proposed asphalt resurfacing project for Spring 2025. City officials presented available bids, and a motion to award the resurfacing contract was discussed but tabled pending final review. Public comment was invited on the topic during the session.

Furthermore, on the agenda was the presentation of Resolution No. 2025-0410, which would authorize the operation of street-legal special purpose vehicles on designated public roadways within city limits. This measure aligns with recent provisions set forth in Senate Bill 63 and would allow certain off-road vehicles to be used on public streets under regulated conditions.

Mayor Miller also presented the city’s proposed budget for the 2025–2026 fiscal year. The council held a first reading of the city’s annual budget ordinance (No. 2025-0410), which outlines financial planning and expenditure priorities for the coming year.

Additionally, the council held a first reading of Ordinance 920.44, a text amendment recommended by the Planning and Zoning Commission. The amendment pertains to Sections 661 through 673 of the zoning code, specifically addressing regulations related to livestock, poultry, and recreational vehicles.

The meeting concluded with a brief update from the mayor and no further business requiring immediate action. The council is expected to revisit several of the proposals, including the asphalt contract and law enforcement support, during future sessions.
